Worst Version Institute
The public institute. WVI owns the words: the taxonomy, the eight patterns, and the press that publishes them. Its job is to make the default a thing the whole world can name — because nothing unnameable has ever been changed on purpose.
The mandate
The mandate is language. WVI maintains the taxonomy as a public standard: eight names, defined precisely enough that two strangers can use the same word for the same pattern and mean the same thing. When the Index's data argues for a revision — a pattern split, merged, or renamed — WVI publishes the change and the reasoning, and the old name stays in the record. A taxonomy that changes silently is just vocabulary; WVI's discipline is that every change is an event with a date on it.
